Achievements

Twenty programmes are funded by the Government to specifically help achieve outcomes in the New Zealand Biodiversity Strategy. The 20 programmes are divided into three categories:

1. Governance and Co-ordination Programme
This programme establishes the administrative mechanisms necessary to co-ordinate NZBS implementation, monitoring and review. It is co-ordinated by a Secretariat located within the Department of Conservation.

 
Land-based Programmes

 
2. Terrestrial and freshwater biodiversity information system (TFBIS)
The TFBIS Programme seeks to improve use of existing information about terrestrial and freshwater biodiversity, and to provide new essential information. It is co-ordinated by the Department of Conservation.

3. Maori knowledge base and participation
The Matauranga Maori programme establishes a contestable fund to support tangata whenua initiatives to increase their capability to retain and promote traditional Maori knowledge and get involved in the management of biodiversity. It is co-ordinated by the Department of Conservation.


Programmes on Conservation Land

All programmes on Conservation land are co-ordinated by the Department of Conservation.

4. Kiwi sanctuaries
The Kiwi Sanctuary Programme seeks to enhance the existing work of Bank of New Zealand Kiwi Recovery through testing an approach to intensive kiwi management at five new sanctuaries located in Northland, Coromandel, Tongariro, Okarito, and Haast.

5. Weeds
The Weed Programme seeks to protect indigenous biodiversity from the threat of invasive weeds through weed-led and site-led control initiatives, and field surveillance and site inventory until 20004/5.

6. Animal Pests
The Animal Pests Programme seeks to protect and improve the condition of natural habits and ecosystems important for native biodiversity. Programme measures include additional control of critical animal pests in important conservation areas, and establishing a freshwater fish pest management framework.

7. Island Eradications
This programme aims to improve the condition of island ecosystems by eradicating specified pests from Campbell, Raoul, Tuhua (Mayor), and Hauturu islands, and maintain the rodent-free status of islands in seven Department of Conservation conservancies.

8. Mainland Islands and other species recovery work
This programme seeks to enhance species recovery though targeted species recovery work and an extension of the mainland island programme.

Programmes on Private Land

9. Improved regulatory framework
This programme is co-ordinated by the Ministry for the Environment, and includes:

  • Developing a National Policy Statement (NPS) on biodiversity under the Resource Management Act 1991. The NPS project addresses land and freshwater biodiversity, and
  • Ensuring the NPS and other tools are integrated with other policy initiatives, including the Sustainable Management Fund funded ‘Action Bio-Community’ project managed by Local Government New Zealand.

10. Increasing protected areas on private land
This programme increases the funds of the Nature Heritage Fund, Queen Elizabeth II National Trust and Nga Whenua Rahui to protect native ecosystems on private land that are not well represented within the existing network of protected areas, or are on Maori-owned land. This work is administered through the Department of Conservation.

11. Biodiversity Advice Service Fund
The Biodiversity Advice Fund (previously “Environment education / dissemination”) programme will provide information and advice on biodiversity and available management options to private land managers. It is administered through the Department of Conservation. Funding for this project began in Year Two (2001/02).

12. Biodiversity Condition Fund
New funding has been allocated for improving the condition of biodiversity on private land through ongoing pest and weed management. This fund is administered through the Department of Conservation. Funding for this project began in Year Two (2001/02).


Land-Based Biosecurity Programmes

Two biosecurity programmes have been established to:

  • Assess biosecurity risks that a range of unwanted organisms pose to New Zealand’s native flora and fauna, and
  • Develop a Biosecurity Strategy for New Zealand

13. Assessment of biosecurity risks to indigenous flora and fauna
This programme focuses on assessing risks to native flora and fauna from pests and unwanted organisms associated with risk goods entering New Zealand. The programme is led by the Ministry of Agriculture and Forestry.

14. Biosecurity Strategy for New Zealand
This programme oversees the preparation of a Biosecurity Strategy. Its purpose is to obtain agreement on goals, objectives and measurable targets for New Zealand’s biosecurity programmes. It is co-ordinated by the Ministry of Agriculture and Forestry.

Marine Programmes

15. Marine biodiversity information
This programme led by the Ministry of Fisheries has three projects that will provide a knowledge base to manage marine biodiversity on a whole-ecosystem basis. The projects are:

  • National Aquatic Biodiversity Information System (NABIS)
  • Baseline information on diversity of marine communities (Bio-info)
  • Biodiversity of the Ross Sea (BioRoss)

16. Managing threats to Marine Biosecurity
This programme is led by the Ministry of Fisheries and consists of six projects:

  • Baseline information to support border control (BioPort)
  • Risk profile for marine species that may arrive in NZ (BioRisk)
  • Compliance monitoring of ballast water exchange
  • Alternative management tools for vector threats
  • Surveillance for marine pests
  • Incursion response options/systems for the marine environment

17. Threats to coastal and marine biodiversity
This programme aims to identify and assess present and potential human threats to coastal and marine biodiversity, to provide information for decision making and management. It is led by the Ministry of Fisheries.

18. Marine Reserves
The Marine Reserves Programme aims to expand the existing network through new marine reserves, support the management of existing marine reserves, and improve support from the public and Mäori. It is led by the Department of Conservation.

19. Marine biodiversity education and awareness programme
This programme aims to improve stakeholder awareness of the need to protect New Zealand’s marine biodiversity and increase stakeholder participation in NZBS initiatives. It is led by the Ministry of Fisheries.

20. Managing Marine Biodiversity at a regional level
This programme is led by Ministry for the Environment and includes:

  • Developing a regionally-based marine information system as a decision tool;
  • Using case studies in Banks Peninsula and the Firth of Thames to highlight co-ordination across agencies, iwi and communities in promoting marine biodiversity.
  • A customary case study in conjunction with Ngai Tahu and MFish.
